Idea: Schedule-tasks engine

Summary
Currently, any schedule task is configured through the Django configuration file (settings.py) which require access to the server. We should add a schedule tasks engine in core module to manage schedule tasks through an UI ((de)activation, cron change) and bypass assembly settings.py configuration.
