Idea: Matching Provider ID with Patient ID

Summary
To prevent fraud and abuse, a matching function of the Beneficiary ID and the Service Provider ID can be useful.
Here it is imaginable that e.g. a doctor AND the patient have to scan a QR code at the same time to release the electronic medical record.

No request from current implementers yet for openIMIS. But discussions are going on in controlling ‘over utilization.'
Alternative - send SMS after service provided to inform beneficiary of claim. Do not require validation from beneificiary however, give them option to contest claim.
In current implementation scenarios, it might be difficult to implement - cost and technology availability would be an issue.
