Idea: Performance paid payments
Content
Summary
OpenIMIS should have a module which allows the integration of performance-based payments. The module should include a logic which is adjustable as criteria may change over time..

This was the idea mentioned during interviews with various stakeholders in February 2021.

RBF - different countries have different parameters. A lot tied to indicators like no. of doctors, nurses, etc.; no. of children treated or so. Cameroon integration would look at this potentially. RBF payments are at health facility level and aggregate data - not into details like claims - services etc provided. Catchment population is a challenge for facilities. Can organize a further exchange with bluesquare colleagues who can share more parameters.
worth looking at cameroon parameters - quality of services difficult to measure and hence mostly quantitative more administrative data. hence would be worth seeing cameroon indicators and see how openimis could incorporate those or provide those. Potentially wait for internal bluesquare discussion and then organize an IC call on this topic again.
Contract management module for openimis to manage empanelled facilities list could be enhanced - other issue on queue and other country requests. Potential volume limit in facility page so above this facilities paid lower rates. Concept of global budgets perhaps to also incorporate and it alters payments to facilities accordingly.
Cameroon - bonus payments after a 6 month review of a facility - hygiene, infrastructure, adhrerence to SOP, referral etc.
Not health but for other benefits - salary bonuses based on KPIs (waiting times, process queues) - things that provide positive spin on services delivered and improve staff situation. Incentives could also be done to improve data quality /entry performance.
