Idea: Improve multilinguality in openIMIS

Summary
A thorough assessment of the system should be undertaken in terms of allowing the system to function in different languages especially in one instance. The same instance currently can offer for eg. interface in two languages that might be used in different geographical locations, but for eg. Medical services and Items list can be configured only in one language which leads to duplication of these lists which are then allocated to different products given to the different locations (eg. in Cameroon HIV Free care scheme). There needs to be a more detailed look at other similar aspects that might be existing in openIMIS that do not allow a complete bilingual/multilingual language use in the same instance.

The realization was made during the assessment of the Cameroon HIV Free care scheme pilot but is relevant as well to other country contexts as well where multiple languages might be used.

In Mauritania, they might want to make a translation in Arabic but this is really a long term goal.
Rodrigo - find a way to translate what is recovered from the database and then translate it. Sven could perhaps provide inputs on this. Need to be explored further. Is Sven has further input he could add but perhaps DC can also give a view on such a solution/approach.
Nepal - inputs in english, users read nepali and english interface and no need right now to switch everything. Input current difficult to have all in Nepali.
Need to check additionally what all is being missed in terms of full language compatibility - analysis from side of DC?
