Idea: Create inspection case

Summary
Availability of a function that allows to create a case for inspection. This is mainly to document accident incidents
The two main requirements are:
a) Allowing the employer and/or the employee to submit an "accident case"
b) Showing the accident case in OpenIMIS and allowing the operator to assess, inspect and approve/disapprove the work accident case
Note Michael: The complete development of a work injury module requires a more precise definition of the exact requirements and workflows is not the purpose of this list.
