OpenIMIS should be able to pay out the possible benefit payments independently of the individual's paid contribution.

This wish is based on the assumption that a benefit entitlement can exist by law (e.g. COVID cash transfer) while the financing of this existing benefit does not require a contribution payment but can be made through the government budget.
