Have possibility to skip validation errors and keep valid records → separate workflow for such cases
In the future it is possible to add tasks funcionality
Its not possible at this stage for user to interact with workflow, so manually resolve validation errors
Decision Summary:
Its crucial to continue when theres an error, and having some error log with validation errors
If theres threshold for maximum validation error rate we need feature to adjust it, we should keep desicion on users side

If national ID is not provided then proceed with manual deduplication

Deduplication by national ID should be easy, reconsider deduplication on other fields
