Assessment of Needs and Conditions

Requirement Description

SR must allow for the definition of custom algorithms for calculating poverty levels or other eligibility criteria

Justification

Fundamental for assessing needs and conditions using various methodologies.

Use Case

Allow customization of poverty level computation algorithms, supporting multiple methodologies.

Data Elements Required

Poverty Level Computation Data, Custom Algorithm Inputs, Methodology Parameters

Minimum Technical Specifications

  • Assessment Definition: The system must provide an administrative interface (as defined in SR-048) allowing authorized users to define custom assessment rules. This interface must allow administrators to:

    • Specify input data fields (referencing existing SR data elements).

    • Define assessment logic using comparison, arithmetic, and logical operators. Pre-defined functions (e.g., SUM, AVERAGE) are desirable but not mandatory.

    • Define output data fields representing the assessment result, storable as part of the registrant's record.

    • Define a result, based on a comparison of the input values.

  • Assessment Execution: The system must execute defined rules against registrant data. Execution may be triggered manually or by a data update event.

  • Data Storage: Assessment definitions and results must be stored in a structured format (e.g., a relational database).

  • Data Output: The system must provide raw data export of assessment results (e.g., CSV, JSON, XML).

Standard Technical Specifications

  • Assessment Tool: Customizable PMT and means- testing.

  • Customization: User-configurable assessment parameters.

  • Data Format: JSON and XML with schema validation.

Advanced Technical Specifications

  • Assessment Tool: AI-enhanced dynamic poverty assessment.

  • Customization: Real-time adjustment with reinforcement learning.

  • Data Format: RDF for semantic data exchange across systems.

Security & Privacy Requirements

Secure configuration of poverty assessment methods, role-based customization access.

Scalability Considerations

AI-enhanced assessment for scalable poverty measurement methodologies.

Interoperability Requirements

Integration with different program methodologies for poverty assessment.

Compliance with International Standards

Compliance with international social protection standards.

User Interface Requirements

Configurable assessment interface for program administrators.
