Summary

The openIMIS initiative, together with Digital Square offers a financing opportunity to further develop openIMIS through Notice D1 - openIMIS Modularization, Nepali Functionality, and Community Development. The deadline for submitting first concept notes was 23rd of August.

Sources of Funding

GIZ is represented in the openIMIS Initiative in two roles, which both contribute funds to the current request for application:

  • the sector initiative "Social Protection" as part of the GIZ Department for Sector and Global Programmes (GloBe) disburses funds from the German and Swiss Development Corporations through the openIMIS Initiative co-ordination desk to further improve the software and to strengthen the communities around openIMIS.

  • the bi-lateral GIZ Programme "Support to the Health Sector" in Nepal disburses funds to further enhance openIMIS functionality to meet requirements from the Nepali implementation.

The Digital Square Application & Selection Process

Overview and tools

Digital Square manages a very transparent and collaborative Open Application Process (OAP) to identify relevant proposals in three major phases:

Concept Note

Applicants prepare concept notes as expressions of interest, outlining the scope and basic strategy of their project. Digital Square and GIZ then identify out-of scope proposals and remove them from the process.

Application

  • Co-creation of preliminary technical applications: In an open process, the whole community can comment the applications while the applicants can revise their applications accordingly. Applicants can form new consortia to apply jointly for overlapping work-packages.

  • Application finalization:The applicants finalize their application based on the comments.

Review & Investment

The Digital Square core team forms a peer review committee and identifies the most promising applications according to the prioritization framework, which are then reviewed by the Digital Square governing board.

The final review phase is a closed selection process that involves the following actors:

Selection Criteria

The members of the PRC evaluate the proposals with a structured questionnaire according to the Prioritization Framework. The criteria are oriented at the Digital Development Principles, that are also endorsed by GIZ. They are structured in four dimensions:

  • Impact: Demonstrated need, Applicability, Adoptability, Potential for health impact

  • Cost: Investment appropriateness, Reasonable total cost of ownership, Funder alignment

  • Technology: Relationship with existing ecosystem, Differential value, Sound technical strategy

  • Probability of Success: Overall approach, Application plan, Partners, Team, Financial sustainability

Forms of Investment

The winners of the call for application will be rewarded with contracts according to the nature of the applicant. Depending on the legal form of the enterprise (not-for-profit or for-profit) funding contracts or service contracts will be awarded.

Co-creation phase

On the 30th of August, the Technical Application Co-Creation Phase started, which runs through September 16.  During this time, the 7 concept notes that have been submitted and advanced to the application phase, are expanding their concept notes to full applications.  Below you can fin the list of those concept notes advancing to the next phase.  From September 17 – 20, the applications will be posted and open for commenting.  Final applications must be submitted in early October and the PRC Review will take place October 8 – 14.

Investment phase

The following technical applications were approved in the Digital Square selection process and will be further supported. Funded work packages are due for immediate contracting. Unfunded work packages were considered as generally desirable, although they do not fit into the budget of the current call. For the latter, additional funding opportunities will be sought.

Update May, 2020: Additional funds were granted for the Formal Sector work-packages through the GIZ Health Sector Programme in Nepal at a later stage of the investment phase.
