Digital Social Protection Delivery Systems (DSPDS) are comprehensive, interoperable platforms that leverage technology to support the efficient and effective delivery of social protection programs. These systems encompass a range of interconnected components designed to facilitate the entire social protection delivery chain, from identification and registration of potential beneficiaries to the provision and management of benefits and services.

Key components of DSPDS typically include:

  1. Social Registries (SR): Databases that collect, store, and process information on potential beneficiaries, supporting intake, registration, and assessment of needs and conditions.

  2. Integrated Beneficiary Registries (IBR): Systems that consolidate information on actual beneficiaries across multiple programs, facilitating coordination and preventing duplication.

  3. Beneficiary Operations Management Systems (BOMS): Tools that support program-specific operations, including enrolment, benefit calculation, and compliance monitoring.  Also referred to as Management Information Systems (MIS).

  4. Payment Systems: Platforms that enable the secure and efficient transfer of benefits to recipients.

  5. Unique Identification Systems: Infrastructure that ensures the unique identification of individuals across various programs and services.

  6. Grievance Redress Mechanisms (GRM): Systems that allow beneficiaries to submit and track complaints or appeals.

DSPDS are characterized by their emphasis on interoperability, allowing for seamless data exchange between different components and with external systems. They prioritize data protection and privacy, incorporate human-centered design principles, and aim to be scalable and adaptable to various contexts and evolving needs. These systems support the entire social protection delivery chain, including outreach, intake and registration, assessment of needs and conditions, enrolment decisions, provision of benefits and services, and ongoing case management. By integrating these functions, DSPDS aim to improve the efficiency, effectiveness, and responsiveness of social protection programs, ultimately contributing to more inclusive and adaptive social protection systems.
