Why most of the menu is disabled in offline mode?

Problem

When installing openIMIS Web Application in offline mode (using openIMIS_OFFLINE or openIMIS_OFFLINE_HF) and connecting with user Admin, most of the menu is disabled (in grey).

Solution

The openIMIS Web Application offline mode is using the same Web Application with a different database. This mode is limited to health facilities (to enter claims) or insurance offices (to enrol new insurees). Because the users of the offline mode (including Admin user) have access only to limited functionalities, most of the menu is disabled.

The offline mode will not work independently and the openIMIS implementation should include an online version which provides the insurance configuration and centralises all information.
