The scheme in context

The National Health Solidarity Fund (Caisse Nationale d’Assurance Santé - CNASS) is establishing a voluntary health insurance system to improve access to quality health services for people in Mauritania.

The health insurance system is supported by the PASS project, financed by the European Union, and implemented by the Belgian Development Agency Enabel.

How the scheme uses openIMIS

In 2021 Swiss TPH provided technical support to Enabel to lay the groundwork for the piloting of openIMIS in Mauritania. It is envisioned that openIMIS will serve as the basis of the information system for the voluntary health insurance scheme in two regions (Nouakchott and Brakna), initially covering a population of 190,000 inhabitants. The operational objectives of the pilot are to: 

  • Evaluate the costs related to deployment, hosting and maintenance for the ‘test’ phase in 5 departments

  • Install and implement the openIMIS software in 2 departments 

  • Train and assist user personnel 

  • Define a development and extension plan for the solution beyond the test phase
