Description:

The Eligibility and Targeting Module is a crucial component of the Social Registry (SR), designed to facilitate the assessment of potential beneficiaries' eligibility for various social protection programs. Its primary purpose is to enable efficient, accurate, and fair determination of eligibility, supporting targeted interventions and optimizing resource allocation across multiple programs. 

Key components include: 

  1. Eligibility Criteria Engine: Manages and applies eligibility criteria across programs. 

  2. Pre-assessment and Ranking System: Categorizes potential beneficiaries based on vulnerability levels. 

Sub-components: 

  • Automatic Eligibility Notification (SR-012, Optional): Provides a notification service for external systems to inform citizens about potential program eligibility, with customizable templates. 

  • Configurable Poverty Assessment (SR-013, Core): Allows for customization of poverty level computation algorithms, supporting multiple methodologies such as PMT, means testing, and income testing. 

  • Pre-assessment and Ranking Module (SR-014, Optional): Develops a configurable pre-assessment and ranking module that can categorize households into different vulnerability levels based on customizable criteria. 

  • Proactive Eligibility Identification (SR-015, Core): Implements an API for external eligibility systems to query potential beneficiary data for proactive eligibility identification across multiple programs. 

User Journey: 

  1. Users: Program administrators, eligibility officers, potential beneficiaries 

  2. Process: Eligibility determination, poverty assessment, beneficiary ranking 

  3. Business Process:

    1. User logs into the SR system

    2. Navigates to the Eligibility and Targeting module

    3. Configures or selects eligibility criteria and assessment methodologies

    4. Runs eligibility checks or poverty assessments on potential beneficiaries

    5. Reviews results and rankings

    6. Generates notifications for potentially eligible individuals

    7. Exports data for further analysis or program-specific use

  • Draws data from the Data Collection and Intake Module for beneficiary information 

  • Interfaces with the Data Management Module for data verification and quality checks 

  • Provides input to the Interoperability and Integration Module for sharing eligibility results with external systems
