Introduction

This inception report outlines the initial phase of the openIMIS Solution Building project, a critical component of the openIMIS Initiative. The primary aim of this project is to enhance the efficiency and transparency of social protection programs through the development of modular, user-friendly software solutions. These solutions are intended to facilitate health financing and social protection services across various partner countries, thereby improving access and effectiveness of social support systems. By harnessing the potential of digital tools, the project seeks to align with global efforts to ensure that all individuals receive the necessary support during times of need.

Objectives of the Project

The openIMIS Solution Building project has several primary objectives. First and foremost, it aims to develop pre-configured solution packages that can be readily deployed by scheme operators, thereby enhancing their operational efficiency. This is critical in ensuring that social protection services can be delivered swiftly and effectively to those in need. Additionally, the project will conduct a thorough needs and gap analysis to assess existing functionalities and identify further enhancements required for the openIMIS system. Identified Solution Packages

The following solution packages have been identified for development within the openIMIS Solution Building project:

    A solution package focused on managing cash transfer programs, providing functionalities tailored to the administration of unconditional cash benefits.

  2. Social Health Insurance with Claiming

  3. Voucher Program
    A solution designed for managing voucher-based programs, allowing for easy distribution and tracking of vouchers used for health services.

  4. Social Health Insurance with Capitation
    This package will cater to health insurance models that operate on a capitation basis, ensuring effective management of payments based on enrolled beneficiaries.

  5. Central Registers
    Multiple central registers will be developed, including:

    • Universal/Dynamic/Social Beneficiary Register
      A comprehensive registry to manage and track beneficiaries across various social protection schemes.

    • Central Patient Register
      A solution for managing patient information, facilitating seamless healthcare delivery and data management.

    • Farmers Registry
      A targeted registry focused on managing information related to farmers, supporting agricultural social protection programs.

    • Product Catalogue
      A centralized catalogue for managing health services, products, and related information within the openIMIS framework.

These identified solution packages will play a critical role in enhancing the functionality and adaptability of the openIMIS platform, ensuring that it meets the diverse needs of social protection schemes and their beneficiaries.

Work Packages

The project is organized into three key work packages, each with specific deliverables and timelines.

  • Work Package 1: Needs and Gap Analysis
    This work package will involve a comprehensive assessment of the current architecture and feature set of the openIMIS platform. Engaging with stakeholders will be crucial to gathering their requirements and identifying additional needs that must be addressed. The team will develop an agile strategy for constructing solution packages based on the findings from this analysis, ensuring that the solutions developed are responsive to user demands and operational realities.

  • Work Package 2: Build the Solution Packages

Project Management and Methodology
