The scheme in context

In 2XXX the National Health Solidarity Fund (Caisse Nationale d’Assurance Santé - CNASS) established a voluntary health insurance system to improve access to quality health services for people in Mauritania.

The health insurance system is supported by the PASS project, financed by the European Union, and implemented by the Belgian Development Agency Enabel.

How the scheme uses openIMIS

In 2021 the voluntary health insurance scheme began piloting openIMIS in two regions (Nouakchott and Brakna) as the basis of its information system. Swiss TPH is providing technical support to Enabel to set up the software, which will initially cover a population of 190,000 inhabitants. The operational objectives of the pilot are to:

  • Evaluate the costs related to deployment, hosting and maintenance for the "test" phase in 5 departments

  • Install and implement the openIMIS software in 2 departments

  • Train and assist user personnel

  • Define a development and extension plan for the solution beyond the test phase
