Digital Square manages a very transparent and collaborative Open Application Process (OAP) to identify relevant proposals in three major phases:
Phase | Description | Tools |

Concept Note | Applicants prepare concept notes as expressions of interest, outlining the scope and basic strategy of their project. Digital Square and GIZ then identify out-of scope proposals and remove them from the process. | |

Review & Investment | The Digital Square core team forms a peer review committee and identifies the most promising applications according to the prioritization framework, which are then reviewed by the Digital Square governing board. |
