Description
Objective and Purpose of the Assignment
Under TA outputs 2, the firm(s)/institution(s) will support one (1) ADB DMC (Philippines) with the
following outputs:
(i) Organizational Assessment and Gap Analysis
PhilHealth’s organizational structure, governance framework, and core processes reviewed
Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis to understand strengths,
weaknesses, opportunities, and threats conducted
Digitalization and automation levels, including Information Technology infrastructure evaluation
assessed
Process gaps and bottlenecks affecting efficiency identified
Staff competencies and skills in relation to technological and organizational changes evaluated
Baseline for targeted improvements and data-driven decision-making established.
(ii) Business Process Review and Reengineering (BPR)
Existing processes using BPMN 2.0 standards mapped and analyzed.
Process performance against ARTA’s Business Process Review and Reengineering compliance
requirements and relevant legal mandates evaluated
Bottlenecks and inefficiencies, focusing on simplifying workflows and enhancing digital readiness
identified
Processes to align with the Governance Commission for GOCCs (GCG)-approved organizational
structure and staffing pattern of PhilHealth
Process to align with best practices in Lean, Six Sigma, and Business Process Management
redesigned
New procedural issuances reflecting the streamlined processes, service standards, and timeframes
developed
(iii) Digitalization and Automation Strategy
Develop a digitalization strategy tailored to PhilHealth’s needs.
Identify automation opportunities and recommend digital tools/platforms.
Ensure compatibility with existing systems and national government platforms, e.g., eGovPH, and
Digital National ID.
Address data management and integration challenges from fragmented systems.
Outline a phased implementation plan for smooth adoption.
(iv) Benefit-Cost Analysis
Financial viability and return on investment (ROI) of proposed changes assessed
Potential benefits quantified, including cost savings, e.g., reduced administrative expenses,
improved claims processing, enhanced service quality and member satisfaction, improved healthcare
outcomes.
Costs estimated, including for new technology investments, personnel training and development,
change management activities.
Data-driven justification for necessary investments provided
(v) Change Management and Transition Planning
Change management plan to address potential resistance developed
Roles and responsibilities for change execution defined
Communication strategies to keep stakeholders informed established
Implement training programs to upskill employees.
Transition plan with timelines and milestones for smooth implementation created
(vi) Future Organizational Demands and Digital Solutions
Future healthcare trends and their impact on PhilHealth analyzed
Emerging digital technologies for potential adoption identified
Long-term roadmap for integrating new digital solutions developed
IT infrastructure remains scalable and adaptable to future needs ensured
(vii) Implementation Support and Knowledge Transfer
Hands-on support during initial implementation provided
Training materials and workshops to build staff capacity developed
Knowledge transfer framework for long-term sustainability established
PhilHealth to independently manage and improve newly implemented solutions enabled
