Message management for system messages for the scheme operator to users
can be adressed to specific hospitals or all auser
limit to a date
can you define a period or max date? there is an option to define validity
attachments can be added - needed to be downloaded for previews
can download be avoided/better managed due to data confidentiality concerns?

Can this be integrated in the global version? Would be very useful also for the demoserver to display a welcome message with links to essential docs
