2025-11-26 Bhela: Insights into BPJS Indonesia's National Health Insurance Business Processes

In this Bhela we will explore the business processes of Indonesia’s national health insurance (JKN) system, operated by BPJS Kesehatan.

 

Presentation Overview:

Mr. Anis Fuad, Senior Lecturer at the Faculty of Medicine, Public Health and Nursing, Universitas Gadjah Mada (UGM), together with Dr. Lukman Heryawan from the Department of Computer Science, Faculty of Mathematics and Natural Sciences UGM, will present findings from their recent analysis of BPJS Kesehatan’s business processes. Over the past six months, the UGM openIMIS research team has conducted a detailed comparative study between BPJS Kesehatan’s workflows and those defined within the openIMIS framework. The full report is currently available in Indonesian, with an English translation forthcoming.

 

What to Expect:

In this session, the UGM team will discuss:

  • The end-to-end JKN service processes from the perspective of patients, primary care facilities, and referral hospitals

  • A detailed overview of digital applications used in primary care, referral services, and by BPJS Kesehatan members

  • A comparison between BPJS Kesehatan’s business processes and those of openIMIS

  • A proposed roadmap for adapting JKN business processes into openIMIS, particularly for teaching and learning purposes in Indonesia

Background:

Indonesia’s National Health Insurance scheme (JKN), administered by BPJS Kesehatan, is one of the world’s largest universal health coverage programs, currently covering 98.8% of the population –  approximately 282 million people. The scale, consistency, and operational maturity of BPJS Kesehatan continue to attract interest from international researchers and practitioners seeking to learn from its data management and administrative systems.

To support this global interest, the UGM openIMIS research team has mapped BPJS Kesehatan’s business processes against those of openIMIS, offering a comparative view that highlights key similarities, strategic differences, and unique characteristics of the Indonesian system.
