ILO-Nepal: Data Migration Expert (openIMIS Implementation)
The International Labour Office (ILO) Country Office for Nepal is looking for an individual to undertake Work as a National External Collaborator.
The consultant With expertise in data migration and MIS implementation will support the smooth transition from the legacy system to the new MIS, minimizing disruptions and ensuring data integrity. Main tasks include:
Providing a diagnostic of the readiness for migration to new OpenlMlS
Perform security testing and remedial actions
Developing a detailed data and software migration plan, including timelines, milestones, and resource requirements.
Overseeing the data extraction, transformation, and Ioading (ETL) processes to new database system
Ensuring data integrity and accuracy throughout the migration process. Preparing and assisting GoLive to new OpenlMlS system
Coordinating With internal SSF staff, developers and other stakeholders.
Conducting post-migration reviews and addressing any issues that arise.

I. Background and purpose
OpenIMIS is a software that helps social security institutions meet the challenges of managing their operations. It is an open-source software application developed in partnership between the Swiss Agency for Development and Cooperation (SDC), the Swiss Tropical and Public Health Institute (Swiss TPH), the German Federal Ministry for Economic Cooperation and Development (BMZ), and the German International Development Cooperation Agency (GIZ). The ILO supported SSF (Social Security Fund) in Nepal by customizing an OpenIMIS solution for the management of non-medical benefits at SSF. The SSF is in the process of migrating its legacy Management Information System SOSYS to a new OpenIMIS based solution. These TORs define the activities needed to support SSF to deploy and prepare the GoLIVE of this more integrated and interoperable management information system.
For this, the ILO will engage a consultant with expertise in data migration and MIS implementation to ensure a smooth transition from the legacy system to the new MIS, minimizing disruptions and ensuring data integrity.
II. Scope of work
The consultant will be responsible for:
Providing a diagnostic of the readiness for migration to new OpenIMIS
Perform security testing and remedial actions
Developing a detailed data and software migration plan, including timelines, milestones, and resource requirements.
Overseeing the data extraction, transformation, and loading (ETL) processes to new database system
Ensuring data integrity and accuracy throughout the migration process.
Preparing and assisting GoLive to new OpenIMIS system
Coordinating with internal SSF staff, developers and other stakeholders.
Conducting post-migration reviews and addressing any issues that arise.
III. Detailed tasks
Information Systems Integration testing execution
Execute code for critical APIs through the new API Bus system
Assist testing of integrations of new OpenIMIS with external software
OpenIMIS system configuration, functionality and basic performance testing
Check the system configuration and alignment with SSF requirements,
including user roles, permissions, and workflowsTest core functionalities in production environment, including rules for core
operationsConduct basic load performance testing (10 core scenarios on production
environment)
Security audit of OpenIMIS
Scan OpenIMIS system for security vulnerabilities and risks of
misconfigurations, including at network level, web applications, databases
for security flaws, application level, data privacySimulate real-world attacks to evaluate new system’s security controls
Review and improve access control and management systems, including
multi-factor authentication
Iterative Data and software migration plan and execution
Execution of ETL Processes, by module
Data Validation and Functionality Assurance
Backup and Risk Mitigation Procedures for business continuity
Checklist preparation for go live
Preparation for Golive
Prepare contingency plans for unforeseen issues including rollback plan
Implement monitoring tools on system's performance and identify issues
Training
Communicate to management and staff the data and MIS migration plan,
including go live dateAssist coaching and training internal IT staff
Go Live of OpenIMIS
On the go-live day, monitor the system and address issues that arise
Assist that all key personnel to provide support and make needed
adjustmentsRun parallel old and new OpenIMIS systems for a week before fully
switching over to the new system
Post GO Live support and implementation review
Monitor new system performance and gather feedback from users
Make necessary adjustments to optimize the system
Conduct a post-implementation review
