Eligibility Assessment and Determination (Eligibility Criteria Engine)

Eligibility Assessment and Determination (Eligibility Criteria Engine)

Definition:

The Eligibility Assessment and Determination function provides the core engine for evaluating potential beneficiaries against program-specific eligibility criteria and determining their preliminary eligibility status. It encompasses the mechanisms for configuring eligibility rules, applying diverse assessment methodologies, processing eligibility checks, and managing eligibility results in a consistent and transparent manner.

Functions:

  • Implements a Configurable Poverty Assessment to support multiple methodologies (PMT, means testing, etc.)

  • Manages a centralized Eligibility Criteria Engine for rule-based assessments

  • Supports Proactive Eligibility Identification for outreach and enrollment

  • Enables Dynamic Reassessment Triggering based on data updates (Note: While "Dynamic Reassessment Trigger" is primarily IBR function, the triggering mechanism based on SR data could be considered relevant here for proactive identification)

  • Provides Automatic Eligibility Notification to inform potential beneficiaries

Where Used:

  • Eligibility Assessment Units for determining program enrollment

  • Targeting and Selection Committees for beneficiary prioritization

  • Outreach and Enrollment Teams for proactive beneficiary identification

  • Policy Analysis Units for simulating eligibility scenarios

  • Program Planning Departments for resource allocation and budgeting

Why Required:

  • Ensures efficient and accurate targeting of social protection programs

  • Enables fair and transparent eligibility determination processes

  • Supports data-driven decision-making for program enrollment

  • Optimizes resource allocation by directing benefits to the most eligible

  • Enhances program effectiveness in reaching intended beneficiaries

Implemented Through:

  • [SR-013] Configurable Poverty Assessment (Core)

  • [SR-015] Eligibility Datasharing Interface (Core)

  • [SR-016] Proactive Eligibility Identification (Optional)

  • [SR-028] Eligibility Update Receiver (Optional)

  • [SR-012] Automatic Eligibility Notification (Optional)

Implementation Considerations

Configurable Poverty Assessment (SR-013, Core)

Essential function that must allow for customization of poverty level computation algorithms, supporting multiple methodologies such as PMT, means testing, and income testing

Configurable poverty metrics, support for PMT, means testing, income testing, customizable assessment parameters

Eligibility and Targeting Capability Area, Data Management Capability Area

Configurable poverty assessment is fundamental to the SR's ability to target social programs effectively. Without this function, the system would be limited to crude targeting methods, hindering its capacity to identify and prioritize the most vulnerable potential beneficiaries based on nuanced poverty criteria.

  • Support for multiple poverty assessment methodologies

  • User-friendly interface for configuring assessment parameters

  • Clear documentation of assessment methodologies and algorithms

  • Flexibility to adapt to evolving poverty measurement approaches

Eligibility Datasharing Interface (SR-015, Core)

The system must provide a secure interface and API that allows external eligibility systems to query potential beneficiary data. This enables eligibility assessments across multiple programs based on registrant profiles and current circumstances stored within the system.

  • Secure API for eligibility queries

  • Data sharing with external systems

  • Support for cross-program eligibility checks

  • Eligibility and Targeting

  • Interoperability and Integration

  • Data Management

A data-sharing interface is essential for integrating with external eligibility systems. It supports a broader social protection ecosystem by allowing specialized systems to leverage shared data.

  • Secure API

  • Efficient query processing

  • Clear documentation

  • Strong data privacy measuresThe SR must implement a secure interface and API enabling external eligibility systems to query potential beneficiary data. This allows for assessing eligibility across multiple programs, based on registrant profiles and current circumstances stored

Proactive Eligibility Identification (SR-016, Optional)

The SR must implement a secure interface and API enabling external eligibility systems to query potential beneficiary data. This allows for assessing eligibility across multiple programs, based on registrant profiles and current circumstances stored

Secure API for eligibility queries, proactive matching of registrants to program criteria, support for cross-program eligibility checks.

Eligibility and Targeting Capability Area, Interoperability and Integration Capability Area, Data Management Capability Area.

Proactive eligibility identification is essential for maximizing program coverage and ensuring that eligible individuals are not missed. It enables targeted outreach and enrollment efforts, moving beyond reactive registration.

  • Secure API access

  • Efficient query processing

  • Clear API documentation

  • Data privacy safeguards.

Automatic Eligibility Notification (SR-012, Optional)

Function that SR should provide a notification service for external systems to inform citizens about potential program eligibility, with customizable templates.

Automated eligibility notifications, customizable notification templates, multi-channel notification delivery (email, SMS), integration with external notification systems

Eligibility and Targeting Capability Area, Interoperability and Integration Capability Area, User Interface Capability Area

While automatic notifications enhance outreach, basic systems can rely on more manual or passive outreach methods initially. As systems mature and aim to improve program uptake and beneficiary awareness, automatic notifications become increasingly valuable for proactive communication and reducing barriers to enrollment.

  • Proactive outreach to potential beneficiaries is a priority

  • Program uptake rates need to be improved

  • Automated communication channels are available and reliable

  • Beneficiary awareness of program eligibility needs to be enhanced

Pre-assessment and Ranking Capability Area (SR-014, Optional)

Function to develop a configurable pre-assessment and ranking capability area that can categorize households into different vulnerability levels based on customizable criteria

Vulnerability ranking algorithms, configurable ranking criteria, pre-assessment categorization, vulnerability level reporting

Eligibility and Targeting Capability Area, Data Management Capability Area, Reporting and Analytics Capability Area

While pre-assessment and ranking provide valuable insights for prioritization, basic SR implementations can initially focus on simple binary eligibility determinations. As targeting approaches become more refined and resource constraints necessitate prioritization, vulnerability ranking becomes increasingly valuable for ensuring that the most vulnerable are served first.

  • Program demand exceeds available resources, requiring beneficiary prioritization

  • Vulnerability-based targeting criteria are used

  • Phased program enrollment based on vulnerability levels is implemented

  • Resource allocation decisions are informed by vulnerability rankings
