For the Social Registry, it includes data matching engines, database management systems, verification mechanisms, and master data management. For the IBR, it focuses on benefit history tracking, data quality validation, duplicate prevention, and unified beneficiary data models. This capability area, primarily focused on the Social Registry, facilitates comprehensive and efficient gathering of information about potential beneficiaries. This capability area provides functions for assessing potential beneficiaries' eligibility for various social protection programs. For the IBR, it encompasses cross-program eligibility checking, dynamic reassessment triggering, and benefit coordination mechanisms to ensure targeted and efficient allocation of benefits across programs. Update Management Capability Area

This capability area maintains data currency and processes changes in beneficiary information. Integration and Interoperability Capability Area

"The Integration and Interoperability Capability Area is critical for enabling Social Registry (SR) and Integrated Beneficiary Registry (IBR) systems to function as interconnected components within a broader social protection ecosystem. While the detailed requirements often mention APIs, the core objective is to ensure seamless data exchange and system integration, regardless of the specific technical implementation. APIs are highlighted as a common and effective mechanism for achieving this interoperability, particularly when SR/IBR systems need to interact with external platforms and services developed independently

This capability area facilitates seamless data exchange between SR/IBR systems and external data sources, such as national identification systems, payment platforms, and other government databases. The Social Registry focuses on data export interfaces, external data access, and search APIs, while the IBR emphasizes integrated case management, cross-sector integration, and secure system interconnection. It includes the use of standardized data exchange protocols, secure interfaces, and well-defined data formats to ensure efficient collaboration among disparate systems, enabling data sharing and system connectivity across the social protection ecosystem. User Interface Capability Area

This capability area deals with all user-facing functions of the system. For the Social Registry, it provides interfaces for registration, administrative management, data quality monitoring, and executive dashboards. The IBR implementation focuses on program-specific views, administrative functions, and management interfaces. A user-centric design ensures that all stakeholders—from front-line staff to policy makers—can interact with the system effectively, enhancing system usability and user adoption across different roles.
