Social Protection - Cash Transfer (User Manual)

The Social Protection menu in openIMIS provides a centralized space for managing individuals, groups, programs, and data imports related to social protection programs. This menu supports administrators, program managers, and field officers in delivering and managing benefits efficiently.

1. Programs

  • Purpose: Create and manage structured social protection programs (e.g., cash transfers, food packages, service access).

  • Functions Include:

    • Defining coverage periods (Date from / Date to)

    • Setting maximum number of beneficiaries

    • Linking plans to institutions and schemes

    • Uploading and managing associated beneficiaries

2. Individuals

  • Purpose: Manage data for individual beneficiaries.

  • Functions Include:

    • Search and filter individuals by name, location, date of birth, etc.

    • Enroll new individuals manually

    • Upload individuals in bulk using .csv or .xlsx templates

    • Track upload history and fix errors

  • Status Tracking: View whether an individual is active, graduated, or suspended from a program.

3. Groups

  • Purpose: Manage collections of individuals, such as families, households, or cooperatives.

  • Functions Include:

    • Create new groups

    • Assign individuals to groups

    • Use groups as the unit of benefit delivery

4. Import Data – API

  • Purpose: Connect openIMIS with external systems for bulk data imports.

  • Functions Include:

    • Use APIs to import data from national ID systems, census data, or other MIS

    • Automate regular data syncs

5. Conditional Cash Transfer

  • Purpose: Manage project-based public works and training programs where benefit payments are conditional on recorded attendance and work completion.

  • Functions Include:

    • Define projects and activities linked to a Program, with target beneficiaries, locations, and expected working day targets

    • Manage project lifecycle from Preparation through In Progress to Completed

    • Enroll beneficiaries into projects, with support for concurrent or exclusive enrollment modes

    • Record daily attendance and work completion via bulk timesheet entry

    • Calculate conditional payments based on timesheet data, for both individuals and household groups

    • Generate payroll at the project or location level for operational flexibility
