Digital Square manages a very transparent and collaborative Open Application Process (OAP) to identify relevant proposals in three major phases:

Concept note phase (open): Applicants prepare concept notes as expressions of interest, outlining the scope and basic strategy of their project. Digital Square and GIZ then identify out-of scope proposals and remove them from the process.
Application phase (open): Applicants work out final applications in an open co-creation process. Applicants can form new consortia to apply jointly for overlapping workpackages.
Review and Investment (closed): The Digital Square core team forms a peer review committee and identifies the most promising applications according to the prioritization framework.
