The Ministry of Public Health (MOH) has mandated the National AIDS Control Committee (NACC) of Cameroon to remove all user fees for HIV testing and treatment. Through the Regional Funds for Health Promotion (RFHP), the Ministry reimburses health facilities for HIV testing- and treatment-related expenditures for patients. It has selected openIMIS to manage the business processes associated with Cameroon’s free HIV services program in select facilities in the Central and Northwest regions.

How the scheme uses openIMIS

The Ministry of Health, the openIMIS was customized to support the business processes and workflows defined under the Standard Operating Procedures of the HIV user fee elimination scheme. Due to the sensitivity around collecting data from people living with HIV, customization efforts focused on finding ways to manage beneficiaries while collecting the least possible amount of personal identifying information. openIMIS has also been customized to create the standardized reports required by the Regional Funds for Health Promotion , and health facilities required a new set of business processes to track HIV-related service delivery, claim reimbursements and verify their accuracy. With support from UNFPA and Y-Note, the Ministry of Health has customised openIMIS to manage these processes. for the reimbursement of services provided to beneficiaries.

The software was rolled out on a pilot basis in the Central and Northern Regions Northwest regions in 2021. German Development Cooperation provides additional financial assistance.

Interoperability

openIMIS is linked to the DHIS2 patient tracker to combine patient data with financial informationThe pilot phase has provided insights into the specific interoperability needs of the openIMIS implementation. In the next phase, there will be a special focus on implementing interoperability with a HIV beneficiary management system, as well as with the DHIS2-based Performance Based Financing portal used by the Regional Funds for Health Promotion.
