Objectives of the Assignment and Expected Results
Lead the development of Social Health Insurance information system
Organize agile software development team
Map business processes and document user requirement in line with the in-depth assessment findings
Define system requirements specification
Develop the SHI HIIS prototype
Develop the SHI HIIS conceptual architecture
Develop SHI HIIS prototype development project plan, product roadmap, release plan, and sprint plan based on the agile development methodology
Define, design, develop, test and deploy based on the agile project plans until a mature prototype is developed
Piloting SHI prototype
Develop integration strategy with external digital services
Develop Hardware and software requirements for scale up
Develop the system requirements specification based on the experiences of pilot implementation, stakeholder feedbacks, in-depth assessment of business processes and workflows
Validate the system requirements with EHIA for approval
Requirements
Must have working experience in openIMIS country level implementation
Must have working experience in requirement elicitation and business process document preparation.
Must have experience in configuring, installing, and deploying features and updates on Linux server.
Knowledge of digital health ecosystem in Ethiopia and understanding fundamentals of health insurance systems including openIMIS is a plus.
Working experience in python programming language and particularly in Django framework
Working experience in open health information exchange & interoperability frameworks like OpenHIE
Expert level experience in user and system manuals preparation
Expert level experience in preparing training materials and provide training
Expert level experience in IT project management
Experience working with material ui, flutter, react, javascript, html, dom, ajax, css3,Asp,net ...etc.
Must have expert level knowledge in database system e.g, PostgreSQL, SQL Server, GraphQL
