Description
The Eligibility and Targeting Module is a component of the IBR that manages eligibility information and benefit coordination across social protection programs. Its primary purpose is to track eligibility decisions and coordinate benefit allocation across multiple programs.

Benefit Coordination Engine: From requirements IBR-012, IBR-038
Sub-components:
Cross-Program Eligibility Checker (IBR-022, Optional): Automated system to check eligibility across multiple programs based on an individual's current benefit status and characteristics.
Dynamic Reassessment Trigger (IBR-023, Optional): Module to automatically trigger eligibility reassessments based on changes in beneficiary-reported circumstances or data updates from external systems.
Eligibility Result Processor (IBR-024, Core): Receives and stores eligibility assessment results from the Multi-Program Eligibility Framework.
Benefit Optimization Calculator (IBR-012, Optional): Calculator to coordinate and optimize benefit allocation across multiple programs.
Benefit Coordination Calculator (IBR-038, Optional): Implements or interfaces with a calculator to coordinate benefits across multiple social protection programs.
