In the 'Add Health Facility' function, the 'Services Price List' and 'Items Price List' should be a required field. Currently, you can add a facility without specifying either.
If a health facility is created without specifying price lists for BOTH services and items, the screen for adding a new claim for that facility does not load.
From discussion during developers' committee 06/08, and following explanations from (thanks). A price list must be seen as a ‘contract’ between the HF and the insurer.
As long as no agreement has been reached, HF may be (temprary) recorded without services/items price list… in which case, no service/item can be registered in claims for that HF. In other words, the price list restrict the list of services/items that can be claimed.
When a service/item is in a price list, it may (or not) overwrite the default (at service/item level) price.

please note that items & services lists as well as price lists are cached on client (browser) side. If you do changes in the list, you need to start from a fresh browser tab to get the change on client side…
what do you means by fresh browser ? cache wiped or simply a new session ? can’t you have a refresh mechanism in place for the master data (e.g. check latest modification date per data type ) ?
new tab, cache wiped or new session… yes an (auto and/or manual) meta-data refresh would be best (looking at it)
